sometime it is usful to workflow a number of faults at the same time. The current interface is not supportive of this

Please ensure you have the Bulk Change global permission. For more information on Global Pemrission see:
http://www.atlassian.com/software/jira/docs/v3.5/permissions.html#global_permissions

Unfortunately the docs have not been updated to describe Bulk Change global permission. We will fix this - JRA-9465
