Currently, You cannot perform bulk edit to change assignee if atleast one of the selected issues is closed (uneditable).
But even though the issue is uneditable, you can change the assignee of the issue

If this issue is resolved, one of the major hassles of deleting users is also resolved, eg. reassigning all of that users issues, even the closed ones, to their replacement (or /dev/null).
  • It also helps when project responsibilities change and you want to simply reassign every issue, regardless of state, from user A to B.
