Send email can fail with large number of users due to mail header size

      We have around 1800 users in our Jira installation.

      When using the "Send email" function to send them all an email the email is rejected by our SMTP server because the header is greater than 32k.

      To enable us to use the "Send email" feature which is very useful, it would be useful if the emailer would send several email to batches of (e.g.) 500 users so that the header limit was not breached.
