It seems that when moving an issue:

• The issue has a security level
• The destination project requires the Fix For version to be set

Then JIRA gets stuck on step 3 of the move issue wizard, where field values are mapped. Nothing is shown except a 'Next' button. When clicked, this prints a validation error:

"Fix Version/s" field is required and you do not have permission to Resolve Issues for project "<Destination project>".

Evidently there ought to be a 'Fix Version' field on this page, but it is being hidden for some reason by the presence of a security level.

To reproduce:

1. Create two projects (SRC and DEST).
2. Create a security scheme with at least one level, and set that level to 'default'. The actual groups in the level doesn't matter.
3. Associate the security scheme with SRC
4. Create a field configuration and make Fix For required. Make a field conf scheme and sssociate this with DEST
5. Create an issue in SRC, and try to move it to DEST
