I would like the ability to create a listing of an adhoc set of issues. One thing that I thought could be useful in facilitating this would be the addition of tags to an issue.

Similar to how Amazon lets you tag any products with a label that is meaningful to you, or how flickr.com and http://del.icio.us let you tag photos and bookmarks.

Once I have the ability to tag issues, I should then be able to easily get a listing of all the issues with that tag.

One thing that I would use this functionality for now is to be able to tag issues that were reviewed (or should be reviewed) in a meeting. I'd apply the same tag to all of them and then run my filter and publish the results.

This feature has been requested previously by me and others (JRA-7068), and partially implemented (as a workaround) in 3.4. After installing the toolkit, you can quickly "tag" issues in the way I described here:

This functionality has also been installed here on jira.atlassian.com, so you can try it out on the TST project on this site to see if it helps, without going through the effort of installing anything locally yet. You won't be able to use it locally until you upgrade to 3.4.x. though.
It's exactly for the reasoning you supplied (e.g. produce an arbritrary list of issue for a meeting review) that this feature is really helpful. I've linked your issue as a duplicate. Please vote for/watch JRA-7068.

Your solution would work ok but it is not as simple as mine as it requires me keeping track of the issue ids that I want to include/exclude instead of just clicking a link to add a tag (similar to the Watch It link)

Yes - that's why JRA-7068 has not been marked as resolved. Because although we have a workaround, the user interface is not really what would be desired. Something along the lines of what you're saying as well, although I think your use case is the same as what is described in this forum post.
