Quite often the comments I add to issues relate to future work and are almost journal entries. It would be neat to have an option to "promote" a comment to a new issue.

This would use the create issue forms, filling in the comment text as an initial description and automatically offering to link to the "parent" issue.

Yes, this sounds exactly like my own Jira workflow. Maybe it would even be better/easier to have the possibility to promote work log entries to issues (with a little link on top "promote to issue" or something, because the work log usually reflects logical, coherent pieces of work during which "issues" may show up.

If you can copy and issue you should be able to copy and issue but using a comment as the description.

I am getting users making comments that really should be a new issue. Instead of just yelling at them to make a new issue, I'd like to have a button to split a comment off into a new issue.
