      Improve startup message to include URL to start JIRA

      Currently the ConsistencyCheckImpl prints out a message that looks like

      **********************************************************************************************************************
JIRA 3.4-beta1 build: 105 (Enterprise Edition) successfully started. You can now access JIRA through your web browser.
**********************************************************************************************************************

      In an ideal world you'd also want to have the URL like http://localhost:8080/jira/ so that novices know where to go from there
