Show logged in users in admin console and allow "close server" functionality.

      It could be useful to see logged in users for administrator and to be able "close server" for preventing another users (except admin, of course) to log in. It is not desirable to shut down Jira due to maintenance or upgrade when some users are logged in. In this time, admin has no possibility to see, if some users are logged in, hasn't he/she?
