JIRA should force new CSS / Javascript include to refresh

At the moment, when we upgrade the CSS / javascript, users pretty much have to do a Shift + Reload before everything works properly

 All   Comments   Work Log   Change History      Sort Order: Ascending order - Click to sort in descending order
