Issue cache is on by default in new installations

      upgrade task 93 is not run on setup but upgrade task 10 is.
      10 turns the cache on.
      93 turns it off.

      This will only effect new instances of jira from 3.2 to 3.3.2

      need new task to turn it off again and run at set-up
