When deleting a user, the filters for that user should either be deleted or a warning issued.

    Description

      When deleting a user as Jira administrator, I should either get:

      • a warning that the user has filters
      • filters should be deleted for that user

      This is different than issue JRA-6561 - which is the ability to allow Jira adminstrators to delete filters.

      When managing the user accounts, the application should either take the steps to clean up the user fitlers or at least warn the administrator that there are filters.

      To reproduce,

      Create a user. Create a filter for that user - a global one is easier to spot.
      Delete the user.
      Look at the home page and see that the global filter still exists.
      Go to manage filters and there will be no owner for that filter.
      Go to the database, and you'll see that the filter exists and that the searchrequest.authorname will have the name of the deleted user.
