Ensure that the jsch version between the subverison plugin and JIRA are synchronised

      The version distributed with JIRA is patched to increase the size of the buffer. I beleive the pathc has been merged into the 0.1.21 release of jsch. Need to check this and if the patch is there, distribute 0.1.21 with JIRa and remove it from the subversion plugin.
