Two copies of XML APIs in JIRA

      We have both:

      WEB-INF/lib/xmlParserAPIs-2.2.1.jar
      WEB-INF/lib/xml-apis-1.0.b2.jar

      which contain AFAIK the same thing. We should remove one.
