Enhancements to enable JIRA to be used more as a project management system.
Provide means to be able to store more information at the project level:

Project phases
For each phase
-> phase description
-> estimated effort
-> start / end dates
-> attachment multiple documents

Thanks for the suggestion.
This could be implemented as a Project Tab Plugin -
http://confluence.atlassian.com/display/JIRA/Project+Tab+Panel+Plugin+Module

But may require a bit of development (and some custom actions, ...)

Another solution could come with the ability to add Custom Fields to Projects. This is already an open feature request at: JRA-1991
