The problem is due to the fact that the project parameter is not passed to the issue navigator - the WebWork EL is wrong.

Please replace includes/panels/browser/openissues.jsp under the JIRA web application with the attached file.

For the patch to take effect, you will need to stop JIRA, remove all of the contents of your app servers temporary directory ('work' directory for Tomcat and JIRA Standalone) but not the directory itself and restart JIRA.
