In version 3.03, I was used to seeing the message "Note: The 'Project Information' panel is not available." displayed for every project. Eventually I learned it only applies to projects with versions and/or components, neither of which we use, and I never reported it as a problem.
In 3.2.1, this part of the screen is even more prominent with an additional table below: " Select: Project Information".
Neither should appear if the project has no version or component information.

I have removed the empty table, but have left the warning. The warning was originally inserted because a number of users were lost as to why these tab panels dissappeared. The warning is there to show that nothing has gone wrong but that functionallity is not available.

OK.. maybe a note in the documentation would help .. to explain when that warning comes up. I'm sure I'm not the only site that gets that for every project.
