It would be nice to be able to see the list of who is watching a particular issue, and also (depending on project settings and/or security of course) be able to add another user to the watch list.

We have started to use JIRA internally for our operations ticketing system - its working extremely well. I just notice though that when we have to create an issue ourselves due to a call-in or hall conversation that users don't end up adding themselves to the watch list, so we end up having to double-enter any status/info changes both in JIRA and in a separate email.

It's also nice to know when our VP is watching an issue.

In a similar vain, it would be good to be able to enter an issue on behalf of the reporter. This will ensure that they are in the loop but also that they show as being the reporter. We use JIRA internally and some of our internal customers are using it but mostly we end up logging the issue. This could be implemented as a security privilege so only select users can do this.

I agree that entering an issue on behalf of a reporter would be a useful feature. I see this as a complimentary feature rather than an alternative, since sometimes you're adding a feature that impacts multiple people.

Roles will take into account adding other people to relevant roles.

JRA-927 is the root issue for the ability to change reporter. Or allow Admins to create a Issue as someone else.
This maybe a new permission to allow a certain group of users to set the Reporter of an Issue.

User roles, being able to assign users to an issue.

The automatic assign sort of fixes the who to assign too problem. In Enterprise each component can have an owner and this owner can be automatically assigned issue in that component. So it would get assign to the component/department lead who could then reassign it.

This issue is part of the role Issue.
Can use the roles to select all users that raised in issue in this release and then email them to check that it has been fixed.

Add watchers and allow notifications to be sent to users in a role for an issue.

There is now a separate page listing watchers. Users need the "View Voters and Watchers" permission to see the watchers list. Also, users with the "Edit Watcher List" permission can add and remove watchers.
