When adding a comment to an issue, the comment can be set to be Viewable By a specific group. The groups that are listed in this select box are the groups that the user is assigned to.

My suggestion: This list should instead include the groups AND the users that has the Browse Projects permission for the specfic project and NOT the groups that the current isuer is assigned to.

Today, i can make comments viewable to groups that don't have browse permission to the project. That does not give much sense.

Further more: it would be great, if the box was a multiple select box.

I tried to find a hint in the JIRA Documentation about how to configure the list of groups showed in the "Viewable by" drop down menue and couldn't find anything.
Until I read this issue I looked for special permissions or project configurations that set the list of groups for this drop down.

I suggest to add a note in the documentation that explains: Viewable By == list of groups the user belongs to.
