Both Backup+Restore hyperlinks om the Administrative Tasks portlet point to the same place (restore).
<a href="/secure/admin/XmlRestore%21default.jspa">Restore</a> or <a href="/secure/admin/XmlRestore%21default.jspa">backup</a> JIRA data as XML.
