It would occasionally be useful if attachments could have arbitrary properties (PropertySets) set on them. For example, on the ASF JIRA instance (http://issues.apache.org/jira), we want to have an attachment copyright property. This would be a proprietary extension, but the JIRA API should be generalized to allow this sort of thing without significant code hacks.
