Once an issue has been opened in a project, that issue cannot be reassigned to a different project. Typically in a large, complicated system an issue may be raised for one project, but its later discovered that the real problem originates in a different project.

The only workaround at the moment is to close the bug and reopen it in the other project. The drawback is that all of the bug history is now lost.
