I'm sure this has been filed elsewhere, but I can't find it. A longstanding annoyance in JIRA has been how the services are scheduled to run after a delay instead of at a certain time each day. This makes it impossible to schedule a backup to take place at midnight every day. It also means that all services run when JIRA first starts up.

This should include adding support for running filter subscriptions at fixed times rather than based on a delay.
