At the moment, the only way the "secure" and "public" comments deffer is by the tiny text in the subject of the comment.
This should be more obvious, for example, the whole comment should have a different background, preferably each securty group should have its own background.
Ideally, this background should be system-set, but user-overridable.

We have modified the template for displaying issues to make this work. If you wish i can attach modifed template...
and this would be also great for marking in email. becouse now it is realy annoying becouse you dont see for whom comment was ment to be seen....
