Add the ability to create release notes per project category

      We currently are running on the 3.0.3 Enterprise version, and when we create release notes for our weekly patches and our other scheduled release we send out emails regrading the issues that were fixed for the patch/release. Creating the release notes can become quite tedious because we have about 18 projects. I suggest either have an option to create release notes (the ones that are bulleted) on a per release basis, or the improvement of allowing release notes on a per project basis.
