Support Request page should notify user if no SMTP server exists

      If no SMTP server has been configured, then the Support Request page will clearly not work. However absolutely no indication of this is given to the user. After submitting a support request, one gets back the happy "Your support request email has been successfully sent" message regardless of whether the message on the queue is ever processed.
