Admin pages for things like issue types, resolutions, priorities and statuses have help links which point to a local, dynamically generated page. However the majority of help links for these point to www.atlassian.com online help. We should go through them and make them point locally.

Agree with this. Some Jira users may be behind firewalls that prevent internet access.

Still relevant for Enterprise 3.1.1, and pages other than Admin pages (e.g. Priority dropdown on the Create Issue screen).

Most of the links in JIRA 3.2 should point to the local docs - e..g on Issue Creation page. We'll see if we can fix up teh rest of the links as well for 3.2.
