If you have a user w/o any filters created and you select the create filter option link that's part of the 'you have no filters - click me to create' message (not exact message - just trying to differentiate it from the 'create new filter' option that always appears) the 'find issues' page comes up with a predefined filter that returns several issues (and takes a long time to create).
