At various points in JIRA, one chooses a recipient for some form of email notification:
  • Notification schemes
  • Watchers
  • Filter subscriptions

Currently only individuals can 'watch' an issue, and only individuals or groups can subscribe to a filter. It would be nice if one could choose any valid recipient (reporter, assignee, random email, single user) for each of these. This might involve extracting out common code into a Recipients object.

Use-case: I'd like to subscribe jira-support@ to a daily-run filter of internal issues. I'll need to create a dummy user to do this, since one can't subscribe arbitrary email addresses to filters currently.
