Currently we store two versions of most translation properties files; a *-native.txt version in the native encoding, and a *.properties equivalent, properly rendered or escaped in iso-8859-1. We should rather store just the ASCII properties files, and convert them back to the native encoding for translators at runtime (via 'native2ascii -reverse').

This also avoids the problem where IDEA breaks files by saving them as UTF-8
