I have created Project Admin groups for each project, but it would be great if those admins were able to create and maintain groups, and have access to assign permissions for their project notification and permission schemes without affecting global settings.

Hmm... now that I write this, I am wondering if this is a feature already available in Jira Enterprise?

It's not yet in JIRA, but it is a highly requested feature. Please vote for JRA-3156
