In the "Affects Version/s" field the released versions should come first. Most people entering an issue are working with a released version, therefore the "Released Versions" should come first to save their time.

For example, on entering this bug I had to scroll way down in the "affects versions" field to find the proper version. This is inefficient. Many people might even skip filling the "affects version" field because it is not easy enough.

This should be a trivial fix.

Note that the behaviour described in this ticket occurs when editing an issue, just not on create.
