Queries with Fix-For field not working

      Queries do not seem to be taking into account the Fix-For version.

      When I set a Fix-For constraint of 0.9.9 in a query, the results contain issues with Fix-Versions after 0.9.9 but also includes issues that are scheduled for fix after 0.9.9.

      This affects both the Find Issues page and the Roadmap.

      Because of this issue, I am currenctly unable to use JIRA for release planning.
