Similar to versions, allow the assigning of issues to a 'Work Packet' or Module, so that issues can be tied to deliverables at a business level. Versions are great for a technical level, and they keep track of what physically is in each build. By having a gouping of issues by 'Work Packet' a business user can tell when their feature is finished

I think we will have something like this for 2.7. An Issue can be created for the high-level deliverables, and then the specific issues constituting the deliverable linked as "subtasks". There is some workflow integration between the individual subtasks and their parent deliverable.
