For example, all tool tips in the navigator list show html-lik escaped characters (ä=ä) instead of the correct german umlauts.

Which element in particular has this problem? Switching JIRA to German, I noticed that the header tooltips are still in English (a separate bug), but didn't notice any other tooltip problems.

This problem appears when tooltips for issue types are displayed. We translated the names and descriptions of the issue types in the administration.

I've fixed this bug in 2.7, and attached the corrected file (replacement for includes/icons/type-nolink.jsp) so you can patch JIRA locally. Thanks for the report.
