CVS access by local filesystem

      My CVS repository is accessible by ssh but not pserver. There's another ticket requesting that JIRA handle extssh, but I won't hold my breath on that. There are also tickets on the performance problems of the CVS integration.

      On my server, CVS and JIRA are on the same machine. Why not have JIRA access CVS directly via the filesystem?
