If you were logged in you would be able to see more operations.

When JIRA is shut down, all work in progress such as issues being edited, is lost.
Please add a new "JIRA is going down" feature:
1) New tool in administration which would allow the system to be marked as "down".
2) Change the UI to
- prevent new session creation when system is "down", with a notice that jira is going down
- inform all users who are currently logged on in all pages that jira is going down shortly, "please log out now"
3) New tool in Admin which tells which users have an active session on the system at the time of shutting down
This would improve Jira's maintainability a lot. Also the same feature should be ported to Confluence, should I report an issue on CONF as well?
