Bugzilla allows you to declare that one issue depends on another. JIRA should preserve this information, perhaps with a custom issue link type, and links between dependent issues.

One of the most important dependencies is DUPLICATE, which ideally should be imported to Jira as DUPLICATES/DUPLICATED BY.
