Please add the ability to import/export 'projects only' from JIRA.

Why? To archive projects that only require lookup for historical reasons.
Now you have to export everything and delete the project. When looking up the finished project, the whole exported environment will overwrite the current environment, thus requiring an additional instance of JIRA.

Would it not be sufficient to create an 'Empty' permission scheme to which nobody has access, then assign the project to that scheme? This way the project is effectively invisible in the system, but you can still go back if you've made a mistake.

It would be a workaround to assign a new permission scheme to hide the project, but we needed it also to split up projects over different installations.

Linking Issue JRA-3953 to JRA-3167 as the ability to create this jelly script you allow easy migration of Issues.
