freqently people see a new issue that reminds them of another issue they've worked on before, and would like to be able to constrain a filter based on that. perhaps whether they've commented on it before, or whether it has actually been asigned to them before, or whether they logged work on it before. we can currently find issues that were created by a particular user, but that's only part of the picture.
