I need to be able to apportion costs to work done on each issue. That is, I need to be able to report on how much time people spent working on an issue. And an issue may attact one or more costs that are not time-based - such as purchases.

All I need is to allow users to add a 'time entry' to an issue. An issue could, of course have many time entries and from many users.

This would be a nice improvement. It may slightly shift JIRA into the project management space, but it is a small improvement that would open up new markets. I'd like to be able to attach individual costs to issues. As easy as "Comment on this issue", except enter in a dollar amount that would get totalled for the issue, component and project.

I agree with Bernard's comments. It would also be great if you could take this one step further and set a "rate" for a specific group so that each issue has a cost field that is dynamically updated depending on the time spent.
Then, if you have different groups of people working on the one issue, the total cost would be reflected automatically.

Yes, we would love it too. We use JIRA partly for project management too in our software company, since it is great tool for developers. Roadmap exactly fits project managing planning, etc. The biggest gap we are facing is, that we need to account the projects in separate, we can't add
  • cost of hardware,
  • problems,
  • changes,
  • time spent,
  • etc...

which are things which JIRA could easily handle too. Just adding a numeric custom field unfortunately won't help, because it needs a bit more logic on top of it (but not much, such as costs per component, costs per project, planned costs vs spent costs, price for time spent on issues).
