Next eveluation license doesn't "unlock" JIRA

I started to evaluate JIRA so I entered evaluation license.
After 30 days license expired. I generated new license and entered in JIRA Administration->License Details
Despite license was valid and JIRA expiration dates is in 29 days. I cannot create issues == JIRA is locked.

One more thing is a red label with <b> tag. This tag should not be there. See attached screen shot.
