It would be helpful for jira-administrator to be able to "login as" a given user (aka "su -" for unix fellows).
when creating a new project with new permission scheme, user environment could then be tested, without having to know user password...

I have set up clients, but have told them not to change their password. This feature would help me see what clients see without changing the password, and allowing them to set their own.

Conversely, I would like to be able to "su - admin" from my own account.

I.e. just like in a unix environment, you don't login as ROOT for day to day stuff... you login as yourself (tcolson) and when you need to do something as an admin, you su into root, do your task, and go back to your lowly status.
