Support Mantis 1.2 import

The Mantis bug tracker is about to release version 1.2. If we're going to continue to support importing from Mantis then we will need to verify whether our importer still works. If not, we'll need put it on the schedule.

When we look at doing this. We should look at importing tags as labels.
