Developing plugins is a major PITA unless we make our modules re-loadable.

There's 2 parts to this. Firstly I'll make a change in atlassian-plugins to disable the @RequiresRestart annotation if dev.mode is true. Secondly I'll try to make as many module descriptors as possible reloadable in JIRA.
