Steps:
1. Restore data from any of previous version of JIRA.
2. User is having some filters defined in database.
3. Login to JIRA, goto Manage filter. Click on any of the existing filter.
4. View the filter and click edit to view the filter.
5. The filter will be shown in simple/advanced view depending upon last selection of user.

Result:
1. In advanced view the query is shown with field values having ID's.
2. From a user point of view, it make now sense as when user has created them in simple navigator, he/she has used values in textual formats. Plus Id's hold no mean to user.

Expected:
1. The filters should be shown with values then with Id's
