    Description

      When retrieving URL http://servername/jira/secure/attachment/10016/SystemError.gif
      it gives me the red cross and the following trace:

      [jira.web.servlet.ViewAttachmentServlet]Exception java.lang.StringIndexOutOfBoundsException: String index out of range: -2
      at String.substring(...)
      at com.atlassian.jira.web.servlet.ViewAttachmentServlet.doGet( line 37 )
