JIRA shutdown tries to bring up the world when the consistency checker fails.

I get the following exception when trying to shutdown JIRA when the home directory has not been configured. This is actually caused when any consistency check fails which also makes me think it is a problem on the branch. The problem is that the shutdown is trying to close the services which tries to bring up. Here is an exception for your enjoyment:
