On occasion, it is nice to see who is logged into the database at any given time.

It's not really a solution, but you can at least see which users are currently using JIRA (and what they're doing) by enabling user access logging

This is a good tool, in some of my systems, I would check how many users are logged in if there is a big difference in performance decrease. I also use the number of users logged in info to prove to the managers that the product is very well used and therefore license need to renewed.

It would also be useful to see historic access records for all users. In other words a long page that shows all logins and by whom/what time etc.

In times for restarting the server, we need to know the details like how many users currently logged in etc.

I completely agree with Mr. Hussain above. This is very important for us to know. In addition, I need to see how my current user load is impacting performance.
