Using 'jira.extension.container.provider' to override component throws NPE in JIRA 3.13

    Description

      We should be able to use the 'jira.extension.container.provider' to override components as documented in http://confluence.atlassian.com/display/JIRA/Customising+JIRA+code#CustomisingJIRAcode-OverridingcomponentsinJIRA3.0. Doing this in 3.13 seems to throw a NPE.
