Portlet permission errors when admin edits default dashboard

    Description

      It appears to be impossible to edit the default dashboard, if your user has the sysadmin global permission but perhaps not others.

      After applying the patch on JRA-15573, I click the edit icon after selecting the "Assigned to me" portlet. JIRA returns: "You don't have permission to view the portlet 'ASSIGNEDTOME'.":

      A similar error with the "Assigned to me" portlet. Also if I select any portlet and move it up/down, then the page breaks with a stacktrace:

      Cause:
